Jake Noe |
Jake’s practice centers on assisting government contractors, including both large and small business, with successfully navigating a wide variety of regulatory and statutory compliance areas. Jake supports clients dealing with both federal and state laws and regulations, but he focuses on the U.S. Small Business Administration’s (SBA) various small business and set-aside programs including 8(a), SDVOSB/VOSB, WOSB/EDWOSB, and HUBZone. Jake also helps clients develop SBA ASMPP Mentor Protégé Agreements, Joint Venture Agreements, Subcontracts, Teaming Agreements, and other strategic business agreements. Jake supports the Government Contracts practice group at Reaves GovCon in all types of federal bid protest actions, including both GAO and Court of Federal Claims bid protests, as well as SBA size and status protests.
Prior to practicing law, Jake gained vital industry experience working for multiple government contractors and providing support in a number of different areas including business development and capture. Jake also has experience reviewing financial statements and consulting on cost and pricing as well as other compliance issues. Jake’s real-world industry experience in government contracting and his finance background both provide him with a valuable perspective as he supports Reaves GovCon’s government contractor clients.
