Brad counsels government contractor clients to help them avoid risk and grow more profitable, thriving businesses. He helps his clients make sense of the Federal Acquisition Regulation (FAR), Small Business Regulations, and other statutory, regulatory, and legal minefields that keep business owners up at night. Brad has particular expertise guiding Mergers & Acquisitions for Government Contractors (both on the buy and sell side) and he is deeply familiar with the SBA’s Small Business Programs and compliance requirements, including the 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, Women-Owned Small business (WOSB and EDWOSB), Small Disadvantaged Business (SDB) programs, as well as the Disadvantaged Business Enterprise (DBE) program and state small business and socio-economic certification programs.
Together with Reaves GovCon's Corporate/Mergers & Acquisitions team, Brad counsels government contractor clients through business transactions that must take into account government contracts regulations, such as complex affiliation, recertification, and compliance rules for small businesses. Whether navigating the SBA’s Mentor-Protégé Program, creating strategic Joint Venture and Teaming Arrangements, or navigating subcontracting compliance issues, Brad makes sure that his clients have the tools they need to make their businesses successful, and to take full advantage of government contracting programs as well as strategic relationships – all while avoiding compliance problems. Brad also works closely with other members of Reaves GovCon’s Government Contracts team on bid protests (both at the GAO and at the U.S. Court of Federal Claims), as well as size and status protests at SBA’s Area Offices and the SBA’s Office of Hearings and Appeals (OHA). He often helps clients navigate the SBA’s complex regulations and guidance concerning affiliation both inside and outside of size protest settings. Finally, for more than 15 years, Brad has regularly provided training and education on Government Contracts and Small Business Compliance issues. In addition to providing in-house compliance training for clients, Brad is also sought after as a subject matter expert and speaker by national small business groups, trade associations, governmental organizations, accounting firms, professional associations (such as the Virginia State Bar and the Virginia Society of CPAs), Procurement Technical Assistance Centers (PTACs), as well as government contractors, consultants, and other professionals in the industry.
