Rodolfo R. “Rudy” Remigio

Rudy Remigio is a seasoned construction lawyer and government affairs and contracts attorney with over fourteen years of experience spanning private industry, public service, and in-house counsel roles. At Reaves GovCon, Rudy’s practice is focused on advising project owners, general contractors, designers, and subcontractors on navigating complex legal matters—from contract negotiation and claims resolution to regulatory compliance and litigation.

Before joining Reaves GovCon, Rudy served as Corporate Counsel for one of the largest heavy civil contractors in the Mid-Atlantic. There, he advised executives and business units on executing multimillion-dollar public infrastructure and commercial site development projects, including datacenter construction. Rudy’s work included negotiating high value contracts with top ENR-ranked firms, ensuring compliance with government contracting requirements, and resolving claims with project owners, general contractors, subcontractors and suppliers.

Earlier in his career, Rudy held multiple roles at the Virginia Attorney General’s Office (OAG). Rudy served as the Section Chief of the Financial Recovery Section, where he oversaw the prosecution of diverse claims in favor of state agencies, such as false claims on government contracts—securing millions of dollars for the Commonwealth of Virginia. Rudy also served as an Assistant Attorney General in the Construction Litigation Section of the OAG. There he represented the Virginia Department of Transportation, state universities, and other agencies and institutions as project owners in high-stakes construction related disputes, administrative claims, and civil litigation—protecting public resources.
Rudy also has experience in the areas of government affairs and public policy, including drafting successful legislation and advising legislative and regulatory lobbying efforts of construction industry groups.

Rudy’s unique blend of in-house, public sector, and industry experience allows him to deliver strategic, business-minded legal counsel that helps clients at Reaves GovCon mitigate risk, resolve disputes efficiently, and achieve project success. 

Rudy is a frequent speaker and published author on construction law topics and has been recognized by Virginia Lawyers Weekly as an “Up & Coming Lawyer.”

In addition to practicing law, Rudy enjoys volunteering to assist the bar and his local community. He previously served on the Board of Directors of Goochland CASA (Court Appointed Special Advocates) for Children. Rudy is also a past President of the Goochland Bar Association.
