Kenneth M. Hyde

With 30 years of legal experience spanning the world of federal government contracting, including having served for the past 14 years as one of two Judges at the Small Business Administration’s Office of Hearings and Appeals (OHA) and authoring over 900 published opinions, Ken Hyde has a wealth of experience in federal contracting, and particular expertise in the SBA’s Small Business and Set-Aside Programs such as the 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, Women-Owned Small business (WOSB and EDWOSB), and Small Disadvantaged Business (SDB) programs.

Ken’s vast experience in adjudicating Size Protests, Status Protests, and other Appeals dealing with the SBA’s Affiliation, Mentor Protégé, Joint Venture, and other Regulatory minefields enables him to provide Reaves GovCon’s Government Contractor clients with the guidance to take full advantage of SBA programs while staying compliant.

Prior to serving as an Administrative Judge at OHA, Ken also worked for over a decade as an Agency Attorney,  and as a Staff Attorney with the Armed Services Board of Contract Appeals.  He was also Senior Agency Counsel for the Department of the Treasury.  Having represented federal agencies at the Government Accountability Office (GAO) and Court of Federal Claims (COFC) provides Ken with a unique perspective as he works closely with other members of Reaves GovCon’s Government Contracts team on bid protests (at the Agency level, GAO, COFC, and the Federal Circuit Court of Appeals).

Ultimately, Ken’s extensive judicial and governmental experience allows him to provide Reaves GovCon’s Government Contractor Clients with the guidance they need to successfully navigate statutory and regulatory minefields and to grow more profitable, successful businesses.
